In the period from March 9 to 11, 2026, in Strasbourg, Republic of France, was held 1553.meeting of the Committee of Ministers of the Council of Europe (hereinafter: the Committee of Ministers) which is dedicated to the supervision of the execution of judgments of the European Court of Human Rights.
Nand subjects from the group of subjects were also on the agenda of the meeting Stanimirović v. Serbia relating toineffective investigation in relation to allegations of alleged ill-treatment by police officers (violation of the procedural aspect of Article 3 of the Convention) andabuse by police officers during interrogation (violation of the material aspect of Article 3 of the Convention, and which casesare under increased surveillance.
After considering the revised Action Plans submitted by the Republic of Serbia in June and December 2025, which presented individual and general measures to be taken in order to implement this group of cases, the Committee of Ministers adoptedthe decision and called on the state to submit new information in accordance with the comments by the end of 2026 at the latest.
Also, the Committee of Ministers passedfinal resolutionwhich ended the supervision of the execution of the judgmentZlicic from the Stanimirović subject group.
Finally, during the meeting, the Republic of Serbia was mentioned in a positive context as a country that reduced the number of cases under supervision in the previous year, but also successfully contributed to the progress of other countries whose executions are being considered by the Committee of Ministers.
The delegation of the Netherlands, speaking on the occasion of the consideration of the annual report on the work of the Committee of Ministers in 2025, among other things, praised certain member states for which a significant reduction in the number of cases under supervision was noticeable, among which is the Republic of Serbia. Namely, during 2025, the Republic of Serbia closed the supervision of 63 cases (three leading ones in the enhanced procedure and seven leading ones in the standard supervision procedure), and the statistical part of the report shows that from 2022 there is a noticeable tendency of a constant decrease in the number of cases against the Republic of Serbia under the supervision of the Committee of Ministers. On December 31, 2025, there were a total of 37 cases under supervision (22 leading and 15 repetitive).
The General Inspector of Police of Romania is speaking about a group of casesSoares and others against Romania, he emphasized the importance of exchanging experiences in terms of negotiations and de-escalation in police matters, and in this regard he thanked a smaller number of countries, including the Republic of Serbia.
